Regarding Notice of Protest Form .

How to fill out the form.

This is same form used since 2021.

Section 1: I did check mark “Person Age 65 or Older”

Section # 1 – Property owner name was typed in.

I wrote in ink my: Phone number and my email address.

Section 2: My property address was already typed in.

Section 3: check mark for: Incorrect appraised (market) value and /or unequal with other properties

Section 4 box: I wrote “ property condition deserves lower appraisal

How do I wish to appear: check mark “In Person”

What is your opinion of value: LEAVE BLANK

Remember to check mark: Evidence requested

Section 5: I leave blank, does not apply to me

Section 6: Print your name, sign your name and add date.

Notice of Protest is complete.

Personally, I scan a copy of both sides on my computer.

Put original completed form, in an envelop and Address it to: (requires a stamp)

Just in case, sometimes mail gets lost:

Email the copy you made of the front & back to: protest@bcad.org

This ensures either the mailed copy or the emailed copy or both get to the Bexar Appraisal District.

After a couple weeks you will get a letter from the Bexar Appraisal District did receive your protest form and you will be given instruction how to sign up for a Informal Hearing date and time (in June or July) … Informal Hearing options are:

  • by zoom meeting or
  • by telephone call
  • NO “in-person” meetings for the Informal Hearing
  • “In Person” meetings are available should you need to attend the Formal Hearing.

Next take pictures and call Contractors

Of course I take pictures .

Then, I will invite contractors to give me estimates (INVOICES) to repair or replace items.

My Personal Evidence:

My pictures and my contractor invoices are my personal evidence. I will use these in my protest.

Next: I did complete and mailed my Notice of Protest letter back before the deadline in May.

In the next couple weeks I will receive a letter from the Bexar Appraisal District letting me know they received my protest notice and now I will use a new link (that they provide in letter) to schedule my Informal Hearing time and day. I will type the link in my internet browser and choose a date for my “Informal Hearing Zoom Meeting.”

Informal dates will be late June or in July, I will choose the earliest date I can.

Let’s say my Informal Hearing Zoom meeting is on Thursday June 15th ,  at 3pm.

It is important for me to provide my “personal evidence” (pictures and contractor invoices) to the Bexar Appraisal District at least 3 business days prior to June 15th date. I use (2) different ways to get my personal evidence to the Appraiser by dropping off a copy of my personal evidence into the outside mailbox at the Bexar Appraisal District. I also email a copy of my personal evidence at least 3 days prior to my Informal Hearing to “evidence@bcad.org. It is very important for the Appraiser has a copy of your personal evidence before your Informal Hearing.

In 2023, I had a Informal Hearing Zoom meeting and the Appraiser (on the zoom call) could not find my personal evidence, even though I dropped off a copy 3 days before my hearing date, I also emailed a copy at least 3 days prior to my hearing date, but they said that they did not receive my evidence!. It was “ugly!”

I asked if we could send a copy while we were on the zoom call, the Appraiser said yes.

Fortunately, my wife is familiar with zoom and how to exchange documents.

My wife used zoom and sent the Appraiser a copy of our personal evidence.

During the 30 minute Informal Hearing Zoom meeting

After introductions, I ask if the Appraiser has a copy of my personal evidence (pictures and contractor invoices) and the Appraiser says yes.

Personally, in this scenario … I decide to present my case first.

I know the meeting can last up to 30 minutes so I am detailed when I talk about the condition of my home, picture by picture, contractor invoice by contractor invoice.

Now it is the Appraiser’s time to justify the newly “proposed property tax appraisal.”

When the Appraiser mentions a property or higher sold prices, I tell him, that the sold homes are in better condition.

I keep a list of all the sold homes in case the Appraiser mentions a specific property.

This strategy whittles the proposed market value down and has worked every time I have used it to get a reduction.
